3. Use of distributional impact assessment

Equity assessments can be a critical input in the selection of the preferred option for a transport initiative. In some cases, it may be a key factor in whether an initiative actually proceeds.

An equity assessment can complement the cost-benefit analysis of a transport initiative.

It is desirable for equity considerations to play some role from the earliest stages of option development and assessment. This will reduce the risks of equity issues creating a barrier for an initiative proceeding.

A key point to note is that the depth of the equity analysis may change as specific options for an initiative are considered in more detail.

The analysis of distributional effects may not be necessary for all initiatives and each jurisdiction will need to determine the scope and type of initiatives that should include equity analysis.
