Parameter Values

Parameter values are monetary and non-monetary values needed to apply the methodologies in the Guidelines. They consist of:

• physical parameters such as crash rates, emission rates, and vehicle and infrastructure size, capacities and speeds, and
• unit costs and benefits for use in cost–benefit analyses to monetise changes expressed in physical units (numbers of hours, kilometres, tonnes) and impacts (economic, social and environmental). 

Having a standard set of parameter values promotes consistent planning, assessment and appraisal.

This category of the Guidelines provides parameter values for use in the ATAP Framework, tools and applications. It includes parameter values for:

• PV1 Public Transport
• PV2 Road Transport
• PV3 Freight rail
• PV4 Active Travel
• PV5 Environment
