ATAP News—June 2018

The following new and updated ATAP guidance documents have been released.

O2 Optimism Bias

The Optimism Bias guidance highlights a range of practices for ensuring that optimism bias is minimised or avoided in cost estimation, demand forecasting, benefit identification and estimation, and hence cost-benefit analysis results.

O3 Urban Amenity and Liveability

The Urban Amenity and Liveability guidance provides practical approaches and implementation guidance for inclusion of amenity and liveability impacts in the appraisal of initiatives.

M6 Air and Sea Transport

The Air and Sea Transport guidance indicates that the principles, framework and methods set out for land transport in the Guidelines are also valid for sea and air transport. 

Worked Examples: W4 Active Travel: 4.1 Pedestrian / cycle signalised crossing or overpass

This worked example shows the rationale and form of presentation for the cost-benefit analysis of active travel for the case of a pedestrian / cycle signalised crossing or overpass.

Worked Example: W1 Public Transport 1.1 Simple bus route improvement

This worked example shows the rationale and form of presentation for the cost-benefit analysis of active travel for the case of a public transport simple bus route improvement.

Worked Example: W1 Public Transport  1.2 New fixed track facility

This worked example shows the rationale and form of presentation for the cost-benefit analysis of a public transport new fixed track facility.

M1 Public Transport

Replacement Mode Specific Guidance on Public Transport, including parameter values, outlines methodologies for the assessment of public transport initiatives, principally those in metropolitan/urban areas.

T2-Cost Benefit Analysis

Updated guidance on how the Base Case in a cost-benefit analysis should be defined and developed (Section 1.6).

F3-Options Generation and Assessment

Updated guidance:

  • clarifying the risks associated with multi-criteria analysis and suggesting appropriate use (Section 3.2)
  • providing improved explanation of how monetised and non-monetised impacts can be combined in an appraisal (Section 3.2) and
  • defining and clarifying the role in the Guidelines of several types of economic analysis (new Appendix E)

A1 Overview (in the ‘About’ Category)

Updated guidance that:

  • provides context within which the ATAP Guidelines are maintained and developed (Section 1 Introduction including Boxes 1 and 2), and
  • discusses affordability and processes for identifying and working within funding constraints, including the role of low cost non-investment options (Section 5.7).

Public Consultation Process

ATAP has a transparent public consultation process for new or updated material. The process consists of:

  • Interested parties are advised via email when the release of new or revised material is available for review and comment on the public consultation page.
  • Interested parties have four weeks to comment, and should email comments to ATAP@infrastructure.gov.au
  • All feedback is considered in finalising the material for the next formal approved update of the ATAP Guidelines.

Background

On 4 August 2016, the Transport and Infrastructure Council approved the release of the new Australian Transport Assessment and Planning (ATAP) Guidelines as the single, definitive national source of guidance on transport planning, assessment and appraisal.

The ATAP Guidelines is a living document, and will continue to evolve as new research is undertaken. An ATAP Steering Committee exists to ensure the Guidelines remain up to date and relevant.
